A seat can be inactive while the contract is still active. Minimum seats, admin needs, annual terms, and true-down rules can block immediate savings.

The better move

Review inactive, admin, contractor, and over-permissioned seats before renewal. Treat the output as exposure until contract terms confirm savings.
